When operational timelines cannot move, workforce mobilisation becomes mission critical. Success depends on having the network, expertise and infrastructure to deliver at speed without compromising compliance.

The Challenge

As Borr Drilling prepared to relocate a jack-up rig from Mexico to the U.S. Gulf of Mexico, the project presented a significant workforce challenge. The rig had historically operated with a predominantly non-U.S. workforce. To comply with operational and regulatory requirements in the U.S. market, approximately 80% of personnel needed to be replaced, recruited and mobilised within a six-week timeframe. Failure to secure qualified personnel within this window could have impacted project schedules, operational readiness and overall campaign performance.

The Solution

Atlas NextWave deployed a dedicated recruitment and mobilisation team to manage the workforce transition and support Borr Drilling throughout the project. Leveraging our offshore drilling expertise and extensive talent network, we rapidly sourced, screened, onboarded and mobilised personnel across multiple disciplines. Within the first two weeks of the project, more than 40 positions had already been secured.

Our support extended beyond recruitment and covered the full workforce lifecycle, including:

  • Recruitment and workforce planning
  • Compliance and credential verification
  • Candidate screening and interviewing
  • Background checks and drug testing
  • E-Verification and fit-for-work processes
  • Travel and mobilisation logistics
  • Local transportation and accommodation arrangements
  • Ongoing workforce support throughout the campaign

By managing these activities through a single delivery model, Atlas NextWave enabled Borr Drilling to focus on operational execution while maintaining confidence in workforce readiness.

The Outcome

Atlas NextWave successfully delivered a fully crewed offshore rig within the six-week mobilisation window, despite the requirement to replace approximately 80% of the workforce.

Key Results

  • More than 130 offshore professionals mobilised and supported
  • Fully crewed rig delivered within six weeks
  • More than 40 positions secured within the first two weeks
  • Full compliance, onboarding and mobilisation management delivered
  • Operational continuity maintained throughout the transition
  • Ongoing workforce support provided during subsequent campaign activities

Following mobilisation, Atlas NextWave continued supporting Borr Drilling through proactive recruitment, workforce planning and referral programmes, helping address ongoing personnel requirements and higher-than-normal attrition rates during the transition period.

Looking Ahead

The project demonstrated Atlas NextWave’s ability to rapidly mobilise qualified offshore personnel for time-critical operations while maintaining the highest standards of compliance, safety and workforce readiness. Today, we continue to support offshore operators across North America and around the world with workforce solutions designed to minimise risk, accelerate mobilisation and ensure operational success.
