Building a domestic offshore wind industry requires more than vessels and infrastructure. It requires a skilled workforce ready to support projects from construction through long-term operations.
As offshore wind development accelerated along the U.S. East Coast, the industry faced a critical challenge: establishing a domestic workforce capable of supporting large-scale offshore wind installation activities. To support Dominion Energy’s Coastal Virginia Offshore Wind (CVOW) project and future offshore wind developments, Blue Ocean Energy Marine commissioned the construction of the Charybdis, the first U.S.-flagged Wind Turbine Installation Vessel (WTIV) built specifically for the American offshore wind market. The project required a workforce partner capable of sourcing, managing and developing qualified U.S. maritime personnel while ensuring compliance with U.S. regulations and supporting the long-term growth of the domestic offshore wind sector.
