    Job description

    Working in an international project and tender environment

    Our client is a global front-runner in high-voltage cable technology, supporting major infrastructure and offshore wind developments worldwide. From our office in Rotterdam, our tender organisation works closely with customers, engineering, installation, marine operations and commercial teams to prepare competitive and robust bids for onshore, nearshore and offshore projects.

    This role sits within the Projects & Tenders HSE Department, supporting multiple simultaneous tenders and acting as the key HSE focal point throughout the bid process. The role is hybrid, with the option to work from home up to two days per week.

    HSE Tender Support for Complex Cable Projects

    In this position, you translate customer HSE requirements into high-quality, compliant tender deliverables and practical execution concepts. You review ITT documentation, prepare tender HSE plans, develop compliance registers, and ensure our proposals reflect realistic, safe and costed execution approaches.
    You will coordinate closely with Tender Managers, Engineering, Installation/Site Management, Marine, Procurement, Commercial and Planning teams to ensure that HSE assumptions, controls and cost drivers are fully captured. Your work also includes evaluating subcontractor HSE documentation, supporting tender clarifications with customers, contributing to risk registers and preparing a structured handover to the project team after award.
    A key part of your role is modelling HSE resourcing and cost: building realistic personnel plans (rotations, peaks, shifts), defining training and competence needs, and quantifying safety-related site requirements such as inductions, audits, PPE, site facilities and mobilization activities. You ensure that assumptions are transparent, traceable and aligned with operational reality.
    This is an office-based role in Rotterdam, with occasional travel for meetings or workshops when required.

    What you bring to the team

    You enjoy working in a fast-paced tender environment and have a strong sense of structure, compliance and quality. You can interpret technical and contractual requirements and translate them into clear documentation and practical concepts.

    • Higher vocational or university degree within Engineering, Health & Safety, Business or a related field
    • Relevant HSE experience in project environments such as infrastructure, offshore wind, marine or construction
    • Ability to review and interpret client HSE requirements and convert them into compliant tender deliverables
    • Strong writing skills and experience producing structured HSE documentation (plans, matrices, registers, method statements)
    • Working knowledge of key HSE elements (risk assessments, RAMS, PTW systems, contractor management, incident reporting principles)
    • Commercial awareness: able to translate controls into time, staffing, and cost assumptions
