Role Summary

To support the Head of Pre-Construction & Tendering (UK) in raising the consistency, quality and commercial accuracy of the UK tender process, and to establish and maintain a resource capacity forecast that converts the live tender pipeline into forecast headcount demand.
The applicant will provide an evidence-based view of how tenders are produced, and how assumptions, cost build-ups, and commercial treatments are applied consistently across project tenders. This will involve commercial and process analysis, ensuring consistency across the portfolio, and investigating new ways to provide cost transparency.
The role does not own tender prices or bid decisions, but is expected to identify inconsistency, error, and risk.
Responsibilities
Tender process review
* Review as-built cable schedules and compare quantities against live projects in order to mitigate design risk.
* Review live and completed tenders against the governing tender process and gate requirements, checking that required deliverables are complete and internally consistent.
* Review tenders for commercial accuracy in cost build-up logic, escalation and indexation treatment, contingency and risk provision.
* Commercially analyse the live tender portfolio against previously built projects to ensure there is consistency in the pricing across the portfolio by project type, complexity and location.
* Review the tender process documentation, templates, checklists and gate deliverable definitions.

Resource capacity forecasting
* Set up the excel structure to pull project archetypes into a forecast.
* Apply probability weighting to the pipeline (win probability, stage, customer framework position) so the forecast can also reflect likely to deliver as opposed to maximum theoretical demand.
* Compare forecast demand against current establishment and committed resource to identify required headcount growth.
* Produce scenario views - win / lose / delay on major opportunities, and best-case and worst-case pipeline conversion - to support recruitment, contractor and subcontracting decisions.
* Refresh, publish and explain the forecast on an agreed monthly cycle.

Continuous improvement
* Identify, prioritise and lead improvement initiatives across the tendering and pre-construction process, using structured root-cause analysis rather than anecdote.
* Quantify the benefit case for each initiative before starting and measure the realised benefit afterwards.
* Look to standardise and automate recurring manual activity within the function to reduce rework and free estimator and bid manager time.
* Facilitate lessons learned sessions and ensure outputs are converted into changes to process, templates or norms.

Qualifications and experience
* Bachelor's degree or comparable career experience.
* Understanding of commercial terms and processes, able to review cost build-ups, margin, contingency, and escalation.
* Excellent written communication, able to produce clear process documentation.
* Ability to handle confidential commercial information appropriately.
* Skilled in Microsoft Excel
